It was even cheaper before this summer. 1-month costed us 359 instead of 540 RUB.
I think the prices differ so much because I think average income for average worker in our country is generally less than anywhere else.

People have abused the Russian prices in the past by changing their location on battle.net and then order gametime for the Russian price and pay with Paypal. But I believe that's fixed now.

I'm not sure, but I think 20k/mo is quite regular income for a small family.
